- Head Start Program Information 2023-2024 reporting is open through August 31, 2024. Grant Recipients in the DRM FY2023 Cohort deadline is June 30, 2024. The Further Consolidated Appropriations Act, 2024, signed into law on March 23, 2024, included new flexibilities for determining eligibility for Migrant and Seasonal Head Start (MSHS)programs. If programs exercised these new flexibilities for eligibility determinations during the 2023–2024 program year, they are encouraged to report families deemed eligible using categories A.13.e and A.13.f to the extent necessary in implementing the new law.
