Head Start Celebrates Black History Month:
Dr. Edmond W. Gordon

In honor of Black History Month, FHSA is highlighting a Black activist whose work has profoundly shaped our advocacy for Florida’s children and families. His dedication and pioneering contributions have laid the foundation for many of the advancements we strive for today in the Head Start program.
We often hear how Head Start began 60 years ago when President Lyndon B. Johnson launched Project Head Start, a summer program aimed at fighting poverty. But did you know that a Black American, Dr. Edmund W. Gordon, played a pivotal role in its creation? President Johnson enlisted Dr. Gordon to help design the program, ensuring it provided free, comprehensive learning and development services to our most vulnerable children and families. As one of its architects, Dr. Gordon helped shape the futures of millions of children nationwide.
Dr. Gordon’s academic journey includes a bachelor’s degree from Howard University, a Master of Arts from American University, and a Doctorate of Education from Columbia University. He has also been awarded nine honorary degrees.
His research has significantly influenced education policy, introducing key concepts such as the Achievement Gap, Affirmative Development of Academic Ability, and Supplementary Education—all aimed at improving academic success for diverse learners. His work was instrumental in demonstrating to the Supreme Court the harmful effects of school segregation on children.
Throughout his career, Dr. Gordon has held appointments at leading universities, authored over 200 articles and 18 books, and been elected a Fellow of prestigious organizations, including the American Academy of Arts & Sciences. He remains one of America’s most influential scholars in psychology, education, and social policy.
Dr. Gordon’s legacy continues to inspire the work we do today, ensuring that all children, regardless of background, have access to the resources they need to succeed.

Head Start Celebrates 60 Years of Impact
|
As Head Start marks its 60th anniversary, we celebrate a program that has transformed the lives of more than 37 million children. Yet, our work is far from over. Decades of research and countless personal stories underscore Head Start’s lasting impact in strengthening families, improving school readiness, and supporting communities.
Since its inception in 1965, Head Start has been a cornerstone of early childhood education, providing comprehensive services to children and families facing challenges such as homelessness, disabilities, poverty, and foster care.
Navigating Uncertainty with a New Administration As a new administration takes office, there is understandable uncertainty about the future of programs like Head Start. Recent policy shifts temporarily disrupted communication with the Office of Head Start and froze funding, causing confusion and concern across the Head Start community. While these decisions were later reversed, they emphasized the importance of ongoing advocacy to ensure program stability.
At the same time, FHSA had 29 Head Start and Early Head Start leaders in Washington, D.C., preparing to meet with their Congressional representatives during the National Head Start Association (NHSA) Winter Leadership Institute. These meetings reinforced the urgent need for continued investment in Head Start and Early Head Start. Their advocacy is crucial in ensuring that these programs remain strong and fully funded for the children and families who depend on them.
Current Status and Ongoing Risks The Washington Post offers a useful summary of the current restrictions on federal programs. Essentially, the programs affected by the Executive Orders (EOs) remain uncertain, causing ongoing disruptions. The administration continues to issue new, unclear directives, adding to the confusion. The White House has indicated that it will persist in seeking ways to cut funding for federal programs already approved by Congress, which threatens the crucial support these programs provide.
We are still awaiting a critical decision on the continuing resolution (CR). If an agreement for FY25 funding isn't reached by the March 14, 2025, deadline, Congress will be forced to pass yet another continuing resolution to keep the federal government running and avoid a government shutdown.
When your program's Notice of Award arrives, be sure to carefully review the grant instructions and conditions. Due to recent administrative changes, there are likely to be updates since the last time this grant was funded. Collaborate with your policy council and boards to implement these changes in a way that best suits your program and local communities.
The Importance of Advocacy Congress is currently drafting a budget that aims to cut trillions of dollars, impacting child care, food assistance, and other essential programs serving children, families, and early educators. Due to decreased revenue from tax breaks and other administration priorities, programs like Head Start, the Social Services Block Grant (SSDBG), Temporary Assistance for Needy Families (TANF), and many others remain at risk.
As we push forward, it is crucial for your program to connect with lawmakers and educate them on the urgent need for sustained investment in Head Start and Early Head Start. This program is a lifeline for countless families. This past year alone, 3,758 children transitioned to kindergarten healthier, better prepared, and more confident because of Head Start.
Together, we can ensure that Head Start continues to provide comprehensive support to those who need it most. Let's advocate for the future of our children and families.

Heard on Capitol Hill

FHSA members convened in Washington, D.C., for the NHSA Winter Leadership Institute from January 27 - 30, 2025. We met with policymakers, delved into impactful discussions, and passionately advocated for the needs of the children and families we serve. Critical conversations centered on policy, funding, and the future of Head Start took place, ensuring that our advocacy was heard loud and clear. From connecting with national leaders to sharing insights with fellow Head Start champions, our voices resonated powerfully.

FHSA has launched an Immigration Resources page to offer vital information and support for Head Start families and staff.
Because migrant families are eligible for Head Start programs, it’s important to be aware of the potential for immigration enforcement actions near Head Start centers, especially during drop-off and pick-up times.

Call For Presenters FHSA invites the Head Start community to submit a proposal to present at the conference. The deadline for submission is April 4, 2025. The planning committee will carefully review all proposals.
Focus on Standards and Quality This year, we emphasize the connection between the Florida Early Learning Developmental Standards, the Head Start Early Learning Outcomes Framework, and the Classroom Assessment and Scoring System™ (CLASS™). We encourage presenters to highlight how their presentations align with these standards and promote positive classroom interactions. This focus will help educators integrate these standards into every aspect of their programs, ultimately leading to better child outcomes.

Ongoing Issues Accessing Federal
Grant Funds Continue to
Impact Head Start Programs
|
Ten days after the temporary federal payment freeze, dozens of Head Start programs are continuing to face challenges drawing down approved grant funds. Though the cause of the problem is unclear, this has a significant impact on Head Start which relies on steady, predictable access to operating funds in order to keep its doors open and serve children, their families, and the communities in which it operates.
While most grant recipients have not had major disruptions, a number continue to receive ‘pending’ or ‘in process’ messages when they request to draw down funds from their grant. As a result, some Head Start grant recipients have closed down services–or may soon be forced to do so–while others have been scrambling to leverage other funding sources to keep services running.

CDA® Training Opportunities

Earning a CDA® credential demonstrates educators’ knowledge, skills, and abilities in the early childhood education field as well as their commitment to professional development. Designed for working Head Start and Early Head Start professionals, The Academy’s CDA® Training Pathways program gives learners the flexibility and support they need to achieve their goals.
On-Demand CDA courses with FREE office hours: Teachers enrolled in on-demand CDA® courses have the option to join one hour a month of free consultation with a CDA® expert coach to answer questions about the CDA® portfolio assignments. This option does not include assignment revisions or written feedback by the coach. It's exclusively to answer questions and provide clarifications.
CDA® Core - includes all features in On-Demand, 120 hours coursework aligned with The Council competency standards, online coaching sessions to support portfolio and coursework completion, and access to individual coaches as needed via email.
CDA® Pro - includes all features in CDA Core PLUS application for The CDA through The Council for Professional Recognition, and includes the CDA book.
Learners can complete the training on-demand or have access to the full pathway—completely online.
